Support for Externals.JavaScriptFile atttached to layout WebHome

Description

At the moment there is no possibility to attach a JS-File directly to the layout.

There is a workaround to attach a JS-File to the XWikiPreferences, but this workaround should be replace by a proper solution.

Auf celements-core 1.170 und celements-web 2.91-RC3 getestet. Nach hinzufuegen der Objekte zu "Gartnern2015EinspaltigLayout" werden sie nun geladen.

Gegentest (an Preferences) war ebenso erfolgreich.

An wen genau stellst du diese Frage?
Ist Edo nicht vor Ort? Könntest mit ihm zusammenarbeiten und das ganze
etwas effizienter klären.
Ausserdem ist celements-core irgendwo bei 1.170 oder so und nicht bei den
von dir genannten Versionen.

the implemented routine is working for the Celements-Core Version 1.70-SNAPSHOT but not for 1.69.
ist the Version 1.69 the new Version for the current release?

after aprove from merged to dev and tested it on bellis.celdev.sneakapeek.ch. everything worked as expected
